INSTITUTIONAL TRANSFORMATIONS FOR THE IMPLEMENTATION OF UNIVERSITY-LEVEL PROGRAMS IN ECUADOR: A CRITICAL ANALYSIS FROM EDUCATION POLICY

Abstract

The implementation of university-level programs in Ecuador’s technical and technological institutes represents a major transformation of the higher education system, driven by the 2018 reform of the Organic Law of Higher Education (LOES). This process requires institutions to strengthen organizational, academic, and research capacities to meet university standards, in a context where only 48 out of 197 institutes have achieved the status of university-level technical institute. The objective of this study was to critically analyze the institutional transformations required to implement university-level programs in Ecuador, integrating the regulatory framework, institutional strategic planning, and the perceptions of directors responsible for academic management. A qualitative interpretive approach was used, with a descriptive and exploratory design, based on documentary analysis (regulations and PEDI) and semi-structured interviews validated by experts. The results show general coherence between regulations and planning in areas such as organizational structure, strategic planning, self-evaluation, human talent, outreach, and innovation; however, significant gaps persist in applied research, new program development, coordination with the Board of Trustees (OCS), and specialized infrastructure. Directors’ testimonies confirm tensions between regulatory expectations and the institutions’ real capacities for implementation. The study concludes that the transition to university-level education requires strengthening institutional capacities related to applied research, faculty professionalization, productive-sector engagement, and prospective academic planning.
